ChatGPT visual ads: what businesses should measure.
OpenAI is testing visual ads in ChatGPT. Here is what changed, what remains unknown and how businesses can evaluate a campaign without overstating results.

AI-assisted research and drafting with editorial review. Primary OpenAI sources were checked October 14. Orbital did not run a ChatGPT visual-ad campaign, inspect a private advertiser account or independently verify OpenAI's and its partners' performance findings.
OpenAI announced a new visual ad format and expanded measurement partnerships on October 5. The format is scheduled to begin testing later in October in the United States with an initial advertiser group. OpenAI says it will first appear during image generation for eligible users on the Free and Go plans, remain separate from the generated image and be clearly labeled.
For marketers, the important change is not merely a larger creative canvas. OpenAI is building more of the measurement infrastructure expected of a performance channel: Pixel and Conversions API signals, attribution partners, selectable reporting windows, conversion optimization, early incrementality work and brand-suitability pilots.
That does not establish that the channel will work for a particular business. The format-specific inventory, pricing, targeting, reach and performance of a future campaign remain questions to verify inside an eligible account. The useful response is to prepare evidence—not transfer a budget on the strength of launch examples.
What OpenAI announced on October 5
OpenAI's product announcement describes three connected updates:
- A visual format: imagery can show a product, service use or an experience while a person is generating an image in ChatGPT. OpenAI says U.S. testing will begin later in October with an initial advertiser group.
- Expanded measurement: integrations and partnerships are intended to connect ChatGPT Ads with conversion, attribution and full-funnel measurement systems businesses already use.
- Brand-suitability work: qualifying advertisers can use Negative Phrases for narrow placement requirements, while OpenAI is developing controlled evaluation pilots with DoubleVerify and Integral Ad Science.
The announcement says ads remain separate from ChatGPT answers and do not influence them. OpenAI's current consumer ads FAQ likewise says advertisers cannot shape, rank or alter ChatGPT responses. Paid placement and organic presence in an answer should therefore be planned and measured as different systems.
Businesses can sign up through OpenAI Ads, but a sign-up is not evidence that a specific account, market, category or visual format is available. Confirm account eligibility and the live product controls before promising a launch date.
What is documented—and what is still an operating assumption
| Question | Evidence on October 14 | Business response |
|---|---|---|
| Is the visual format generally available? | No general release is stated. OpenAI says an initial U.S. test will begin later in October with selected advertisers. | Treat access, dates and supported objectives as unconfirmed until visible in the advertiser account. |
| Who may see the first test? | OpenAI says the new format will initially be tested during image generation for Free and Go users. | Do not assume the placement reaches paid ChatGPT tiers or every user journey. |
| Does buying ads change ChatGPT answers? | OpenAI says advertising is separate and does not influence answers. | Keep paid-media reporting separate from organic or answer-visibility analysis. |
| Are conversion signals supported? | OpenAI documents Pixel and Conversions API support plus integrations and attribution partners. | Verify the exact event, consent, deduplication and data-handling setup before launch. |
| Are incrementality and brand-suitability fully mature? | No. OpenAI describes incrementality work and third-party brand-suitability evaluations as early-stage or developing pilots. | Use platform controls, but retain independent review and avoid implying a placement guarantee. |
| Does early performance predict a new campaign? | No. OpenAI reports partner findings from named advertisers with different products, baselines and methods. | Use the findings to design questions, not to forecast cost per acquisition or sales. |
OpenAI's measurement article includes attributed and incrementality findings supplied by partners. Those examples are evidence that measurement methods are being used—not a benchmark for a New York service business. A paid-search comparison, a view-through conversion and a geo-lift estimate answer different questions and should not be combined into one performance promise.
Build a five-layer measurement chain before buying
ChatGPT Ads can report a delivery event. A business still needs to connect that event to the outcomes it values. Define the chain before seeing results.
| Layer | Possible measures | Main limitation |
|---|---|---|
| 1. Delivery | Impressions, valid clicks, spend, placement and billed objective | Delivery does not show whether the visitor was a suitable prospect. |
| 2. Landing-page behavior | Engaged sessions, useful page actions, form starts and booking-path progress | Browser and consent choices can create gaps; a visit is not a lead. |
| 3. Conversion | Completed form, call, booking, sign-up or purchase using an agreed event definition | Pixel, server and CRM events can duplicate or disagree. |
| 4. Business quality | Qualified inquiries, accepted opportunities, revenue or another approved downstream outcome | The CRM needs consistent source capture and a documented qualification rule. |
| 5. Incrementality | Difference between a valid exposed and comparison group, where a suitable design is available | An attribution window or view-through count alone does not prove the ad caused the outcome. |
OpenAI's measurement documentation says its Pixel and Conversions API can send purchases, leads, installs and sign-ups. It also says advertisers can select a click-through attribution window and optionally include a one-day view-through window in reporting. Those settings describe which conversions receive credit; they are not themselves a causal test.
Prepare a one-page measurement contract with the campaign owner, website owner and CRM owner:
- the primary conversion and the exact event that represents it;
- secondary actions that must not be reported as the main result;
- the click and view-through windows used in each report;
- the fields that preserve source, campaign and creative through the lead handoff;
- the rule for deduplicating browser, server, call and CRM events;
- the qualification status and the person responsible for applying it;
- the baseline period and any seasonality, promotion or website-release notes; and
- the decision date, stop condition and person authorized to change spend.
This is where a tech stack review matters. If the advertising platform, analytics, forms, call tracking and CRM disagree, a polished dashboard will still produce an unreliable conclusion.
Check policy, creative and landing-page readiness
OpenAI's ad policies, updated September 10, say the early program primarily supports consumer categories such as household goods, local services, travel and experiences, and digital products or education. Other categories can be restricted or manually reviewed.
For businesses in regulated sectors, eligibility cannot be assumed. OpenAI says U.S. legal-services ads require the advertiser to be licensed in the jurisdiction where the ad is shown. It describes financial and health categories as restricted with case-by-case approvals for specified offerings. The platform may require proof of licensure, and its policies can change.
Before a campaign enters review, assemble:
- Identity: the correct legal and public-facing business details, service area, website and authorized brand assets.
- Claim support: a source for every price, capability, comparison, credential and outcome used in the creative or landing page.
- Category evidence: licenses, registrations or approvals where the service requires them.
- Creative variants: distinct images and messages that communicate a real use case rather than repeating the same generic slogan.
- Destination integrity: a mobile page that matches the advertisement, explains the offer and provides a working next step.
- Data plan: approved Pixel or Conversions API events, consent handling, access owners, retention decisions and a test record.
OpenAI's current creative guidance emphasizes clear, specific, benefit-focused copy and says different variants should introduce different angles. Visual novelty does not excuse vague positioning or unsupported claims.
For a New York service business, confirm that the advertiser account supports the intended geography and objective before budgeting. Do not infer city-level reach, local-service eligibility or a particular contextual placement from the announcement alone.
Run a bounded pilot with a stop rule
A useful pilot asks whether the channel produces qualified business outcomes at an acceptable total cost while respecting policy and customer trust. It does not begin with a commitment to scale.
- Freeze the brief. Record the audience, offer, geography, approved claims, landing page, conversion event and campaign objective.
- Test the handoff. Complete test conversions from the ad destination through analytics and the CRM. Confirm ownership, timestamps, source fields and duplicate handling.
- Set a fixed learning budget. Define the maximum spend and duration in advance. Include creative, landing-page, software and review effort when evaluating total cost.
- Review quality manually. Inspect inquiries using a documented qualification rule. Do not optimize only to the easiest event to generate.
- Separate reporting from causality. Report platform-attributed results as attributed. Use a valid experiment only when the business needs an incremental estimate and has enough data for a suitable design.
- Choose an outcome. Scale within the tested conditions, revise one major variable, hold for more evidence or stop. Record the reason.
Campaigns should also have an incident path. Pause and review if the creative appears in an unsuitable context, the landing page changes, conversion events fail, restricted claims enter the destination, source data disappears or lead quality falls outside the agreed definition.
Orbital's take
The visual format will attract attention, but the more consequential announcement is the attempt to connect a conversational ad environment to conversion, attribution, incrementality and suitability systems. That makes ChatGPT Ads easier to evaluate alongside other paid channels—provided a business carries the source through to a qualified outcome.
The open questions still matter. An initial test does not establish stable inventory, competitive pricing, repeatable performance or suitability for every service category. Partner-reported launch examples should not become sales forecasts.
Paid ChatGPT placements also do not replace useful owned content, search visibility or a clear website. OpenAI says ads remain independent from answers. The practical strategy is therefore connected but separate: a marketing plan defines the audience and evidence, website design creates the destination, and the connected-business approach carries the result into systems that can verify business quality.
A consultation can help define a measurement-ready campaign brief. Media spend, platform access, software, creative production and implementation are separately scoped, with no performance guarantee.
Sources and editorial limits
Primary sources were checked October 14, 2026. OpenAI's visual-format and measurement announcements are dated October 5; its ad policies were updated September 10. Testing dates, eligibility, policies, interfaces, partners and features may change. All platform behavior and results described above are OpenAI- or partner-reported unless explicitly labeled as Orbital analysis. Orbital has not run or measured the new visual format.
